Mitigated Negative Declaration

Campolindo High School Expansion and Site Improvements

Pursuant to the provisions of the California Environmental Quality Act (CEQA) the Governing Board of the Acalanes Union High School District held a public hearing and considered adoption of this mitigated negative declaration on December 15, 1998 for the following project:

5.              Project Description:

On November 4, 1997 the voters of the Acalanes Union High School District passed a $48 million bond measure to expand and renovate the schools throughout the district. The proposed bond project for Campolindo High School includes the following: adding restroom facilities, expanding the science wing, adding a foyer to the large gymnasium, constructing a cafeteria building, converting the multi-use building to a 500 seat theater, renovating the athletic fields, renovating the campus landscaping, and renovating the pools. In addition, the bond project at Campolindo High School has been expanded through a grant from the Soda Charities Foundation to construct a new 50-meter pool, and a bathhouse adjacent to the existing pools on the campus. The project will add approximately 18,500 square feet of building area to the campus. This represents a 12 % increase in building area. There are no classrooms being constructed therefore, the building additions will not increase the student capacity of the campus which is 1475 students.

 

Findings and Determination:

The Board of Trustees of the Acalanes Union High School District hereby adopts the following findings and determinations:

 


1.              On the basis of the whole record before the Board, including the initial study and any comments received, that the project will have one or more significant impacts on the environment, but that each potentially significant impact can be reduced to a level of insignificance by the adoption of the mitigation measures incorporated in this project.

 

2.              On the basis of the whole record before the Board, including the initial study and any comments received, that as mitigated there is no substantial evidence that the project will have any significant impacts on the environment.

 

3.              That the following mitigation measures shall be included in the project:

 

Geologic Problems: Incorporate KleinfelderÕs recommendationÕs into the contract documents.

 

Transportation/Circulation:

1.   Additional parking will be built into the project.

2    On extra large events the DistrictsÕ Service Center, located adjacent to the project, will be opened to allow overflow parking for approximately 50 additional vehicles.

4.   Users of the pool facility shall be notified that parking will not be allowed in the surrounding neighborhood streets.

5.   For regional events which might over burden existing on-site parking and parking at the DistrictÕs Service Center, temporary parking will be allowed on designated areas of the campus athletic fields.

6.   Shuttle services, could also be implemented on rare special events.

7.   Participating teams will be requested to use buses.

8.   Prior to approving a large regional event the District will coordinate the event with the Cities of Lafayette and Orinda, the Town of Moraga, and the local Chambers of Commerce.                    

9. Public transportation, including BART, Contra Costa County Connection, and private bus service will be strongly encouraged. The participants and attendees will be provided with transit schedules prior to the event.

 

Noise: Consistent with the Town of MoragaÕs noise ordinance, noise generating construction activities will be limited to the hours of 8:00 a.m. to 5:00 p.m. on weekdays and Saturday. Any noise generating construction activity which might occur on Saturday will be approved through the Town of MoragaÕs Planning Department first. No noise generating activity will be allowed on Sunday. All internal combustion engine construction equipment shall be fitted with mufflers.

 

Aesthetics: The Acalanes Union High School District is not required to obtain a building permit for the proposed project. The District will seek input on its proposed landscaping plans from the Town of MoragaÕs Design Review Board. The impact can be reduced to less than significant.
